Committee 02 deep dive

Workforce, Enterprise, Agriculture, Marine Industries & Economic Development

Current working chair: Kodey Johnson. This page presents the committee’s complete causal model, operating portfolio, outcomes, and measurement framework.

Purpose

Its role in the Heritage & Opportunity Alliance system

Committee 2 is Heritage & Opportunity Alliance’s economic conversion engine. It builds a ladder from exposure to skills, credentials, paid experience, employment, wage progression, enterprise, and ownership, combining major regional sectors with East Stuart’s historical ties to agriculture, fishing, and maritime work.

Formal IF → THEN

IF residents receive industry intelligence, skills, credentials, paid experience, financial capability, capital access, and pathways to productive land, equipment, and markets, THEN employment can become wage progression, enterprise, and ownership rather than a one-time placement.

The factual case

Why this committee is necessary.

  • Martin County’s employer base includes 6,400 establishments, 67,697 jobs, and $3.36 billion in annual payroll.
  • The county includes 19,285 nonemployer establishments, showing the importance of microenterprise and self-employment.
  • In 2022, Martin County had 588 farms, 179,342 acres, and $121 million in agricultural products sold; a marine wage baseline must still be established before numeric targets are set.
