East Stuart can grow with ownership—not displacement.
Heritage & Opportunity Alliance is building one place-based system that protects community assets, develops resident talent, and converts both into stability, income, enterprise, ownership, and local reinvestment.
01 — The case for action
Growth is not enough if residents cannot participate in it.
In the cited 2020–2024 Census context, Stuart trails Martin County in household income and ownership while experiencing a higher poverty rate. These figures describe the surrounding context—not an East Stuart neighborhood baseline. Heritage & Opportunity Alliance will build that neighborhood-specific baseline in Year 1.
02 — The strategy
Three committees operate as one community wealth-building system.
Heritage & Opportunity Alliance's structure follows a deliberate sequence. Protect the foundation. Develop people. Convert assets and talent into economic power.
Stabilize place & assets
Heritage, housing, title, land, trusted institutions, data, and resident voice.
Committee 1 →Develop people & leadership
Education, AI, arts, athletics, mentoring, civic confidence, and career readiness.
Committee 3 →Create income & ownership
Jobs, enterprise, agriculture, marine pathways, procurement, capital, and contracts.
Committee 2 →03 — The program pathways
Not isolated events. Connected routes to measurable benefit.
Each platform meets a real community need and feeds the larger system.

04 — The measure
Heritage & Opportunity Alliance will track the path from activity to durable community wealth.
Outputs lead to intermediate outcomes, long-term outcomes, and community impact. The 2036 figures below are planning anchors for board refinement—not forecasts or promises.
