Committee 01 deep dive

Heritage, Community Stability & Civic Infrastructure

Current working chair: Kim McHardy. This page presents the committee’s complete causal model, operating portfolio, outcomes, and measurement framework.

Purpose

Its role in the Heritage & Opportunity Alliance system

Committee 1 protects the physical, cultural, and civic foundation on which every other Heritage & Opportunity Alliance strategy depends. Preservation is living community development: document history, strengthen trusted institutions, stabilize generational property, increase resident knowledge of development systems, expand permanently affordable ownership, and build preservation capacity.

Formal IF → THEN

IF East Stuart builds trusted communication, documents its heritage, resolves property barriers, stabilizes homes, expands community-controlled land, and increases resident knowledge of development systems, THEN residents will be better positioned to remain in place, participate in redevelopment, and convert neighborhood investment into household and community assets.

The factual case

Why this committee is necessary.

  • The City’s 2023 East Stuart survey documented 166 historic buildings and one historic site across 26 blocks.
  • East Stuart was officially added to the National Register in 2026.
  • Stuart owner occupancy is 58.9% versus 79.6% countywide—a 20.7 percentage-point gap.

What success looks like over time.

  2. 02
    Intermediate

Title matters are resolved, homes stabilized, residents complete land education, and CLT parcels advance.

  3. 03
    Long-term

More households remain in stable ownership; strategic land is community-controlled; preservation dollars produce rehabilitation and public history.

  4. 04
    Impact

Growth occurs with less displacement pressure and stronger resident voice while historic character remains useful and visible.
